Just drill the hole and remove debris, slide in the cartridge and insert the screw. The action of inserting breaks the seal, mixing the two pack resin to form a solid bond with concrete.  When done, hammer the security balls into the key apertures to prevent insertion of a key and Bob's your uncle!
